The Moral Hazards Of War And How They Accelerate Technocracy

Moral hazard is when your brother-in-law borrows your car and drives it like a maniac, because if he wrecks it, it’s your car, not his. The risk is yours. The recklessness is his. And the fact that he faces no downside is exactly what makes him reckless in the first place. Of course, you could be hoping that he totals your car so you can get the insurance payout!

The arch-Technocrats in Washington, DC have bonded themselves to our government apparatus in a way that creates multiple and persistent moral hazards that consistently favor Technocrats. In some cases, it gives them plausible deniability for their actions.

The convergence of war, surveillance technology, and centralized governance is not an accident of circumstance. It is the operating logic of Technocracy — and war is its most powerful accelerant. – Patrick Wood

This paper will examine some of the multiple moral hazards that currently exist.

War has always served as the crucible of state power. Conflict has reliably expanded the reach of centralized authority, accelerated the deployment of experimental technologies, and normalized emergency governance structures that outlast the emergencies that created them.

What is different today is that the beneficiaries of war are no longer simply generals and munitions makers. They are data scientists, AI engineers, surveillance architects, and the venture capitalists who fund them. The moral hazards embedded in this new arrangement are not incidental. They are structural. And they serve, whether by design or consequence, the advancement of Technocracy. Moreover, the Technocrats have been egging bureaucrats on to make a cover for their own agenda.

Technocracy replaces political judgment with algorithmic management, the substitution of data for deliberation, and the elevation of efficiency above liberty. War, it turns out, is its most reliable incubator.

Hazard I: The Emergency Permission Structure

The first moral hazard begins with emergency itself. Under the Defense Production Act of 1950, the federal government possesses broad statutory authority to compel contract terms, redirect production capacity, and override normal commercial and legal protections when national security is invoked. In peacetime, that authority sits largely dormant, subject to political scrutiny and constitutional challenge. In wartime, it becomes a governing instrument of extraordinary reach. The companies most willing to abandon their own stated ethical commitments are rewarded with the most lucrative contracts in the world, while those who resist are not merely passed over — they are designated threats to the supply chain. That is not a market. It is coercion wearing the mask of procurement.

When the Pentagon recently designated a major AI company a national security supply chain risk for refusing to remove prohibitions on mass domestic surveillance and autonomous lethal targeting from its contract terms, it was not enforcing a law. It was sending a message to every other technology firm in the ecosystem: compliance is not optional, and the price of conscience is exclusion.

The moral hazard is not difficult to see. Once war conditions exist, the emergency permission structure converts ethical resistance into institutional liability. The incentive gradient runs entirely in one direction — toward the fullest possible deployment of the most powerful surveillance and targeting systems available, with the fewest constraints the market can be pressured to accept.

Hazard II: War as a Product Laboratory

The second hazard runs deeper because it is less visible. Conflict zones function as field laboratories for the very technologies that surveillance-state architects want normalized in domestic and civilian environments. Battlefield deployment provides three things that peacetime cannot easily supply: operational data at scale, legal cover under laws of armed conflict, and a compelling public justification — national security — that tends to silence civilian objection. A targeting AI tested in theater, a surveillance platform refined on a wartime population, a biometric identity system rolled out in a reconstruction zone: each of these acquires legitimacy simply by surviving deployment. The fact that it worked under fire is treated as sufficient proof that it should work everywhere.

This is not speculation. It is the documented pattern of modern technocratic governance. Surveillance architectures developed under FISA authority after September 11 were quietly extended to domestic law enforcement. Biometric systems built for Iraq and Afghanistan were later incorporated into immigration enforcement. Drone protocols developed in declared combat zones were eventually applied to domestic airspace management. The war does not need to be designed to produce these outcomes. The incentive structure produces them automatically, because the technology sector profits from scale, the defense establishment profits from capability, and both profit from the erosion of the legal barriers that would otherwise separate the battlefield from the living room.

Hazard III: The Accountability Vacuum

The third moral hazard is perhaps the most philosophically corrosive. When AI systems, rather than human operators, make or enable consequential decisions — target identification, threat scoring, resource allocation — accountability becomes structurally elusive. The military can blame the algorithm. The algorithm’s maker can claim it performed within specifications. The contractor can invoke classified classification. The policymaker can invoke national security privilege. The result is not a gap in accountability so much as its systematic elimination. And where accountability does not exist, the deterrent against abuse does not exist either.

This matters enormously for the advance of Technocracy, because technocratic governance has always depended on the appearance of neutral, objective decision-making. The algorithm is presented not as an expression of political will but as a technical output — value-free, empirically grounded, beyond ideological critique. When a human official denies a benefit or orders a strike, that decision is contestable. When a model does it, the contestability is obscured behind layers of proprietary architecture, classified training data, and the cultural authority that accrues to anything wearing the label of artificial intelligence. The accountability vacuum is not a bug in the technocratic system. It is a feature.

Hazard IV: The Revolving Door as Captured Judgment

A fourth hazard operates through personnel rather than policy. The new military-industrial complex is not built primarily on hardware contracts. It is built on the movement of human beings between the national security apparatus and the technology sector. Former intelligence officials sit on the boards of AI companies. Former defense procurement officers become lobbyists for the same firms they once contracted. Former White House technology advisors move directly into venture capital firms that then receive government contracts shaped by policies those same advisors previously wrote.

This is the revolving door, and it creates what might be called captured judgment — a condition in which the professionals responsible for evaluating the ethical and legal dimensions of technology deployment are structurally inclined to minimize those concerns because their careers, networks, and identities run through the very institutions they are nominally evaluating. It is not corruption in the simple transactional sense. It is something more insidious: the gradual homogenization of judgment within an elite that has ceased to experience the world from the perspective of those most likely to be surveilled, targeted, or governed by the systems they are building.

Hazard V – The Race to the Bottom on Ethics

The fifth and perhaps most consequential hazard is competitive. Once the majority of major technology firms have dropped their stated ethical restrictions and signed full-use military contracts, the remaining holdouts face a stark and losing choice. They can maintain their principles and forfeit contracts, data access, government relationships, and favorable regulatory treatment. Or they can follow the industry norm downward. This is not a hypothetical dynamic. It is already operational.

This is the moral hazard of systemic normalization. When ethical capitulation becomes the price of market participation, the ethical floor of the entire industry descends in lockstep with the demands of the most aggressive institutional customer. And in an era when that customer is simultaneously the national security state and the largest single purchaser of computational infrastructure on earth, the gravitational pull is irresistible. What remains, after the race to the bottom has run its course, is an industry constitutionally incapable of saying no — not because its personnel lack conscience, but because the incentive architecture has made conscience structurally unaffordable.

Profits Privatized, Risks Socialized

The architecture of all five of these hazards resolves into a single pattern that the economist would recognize immediately. The rewards of technocratic war are privatized — contracts, data, market position, infrastructure deals, and the regulatory capture that follows naturally from indispensability. The risks are socialized. Surveillance overreach, civil liberties erosion, autonomous lethality, the postwar normalization of emergency authority, and the permanent expansion of the technocratic state are borne not by the firms and officials who built and deployed these systems, but by the populations who live inside them.

This is the definition of moral hazard: when those who make the decisions that create risk do not bear the consequences of those decisions, the incentive to exercise restraint disappears. In the current arrangement, no defense technology executive will be surveilled by the targeting AI his company sold to the Pentagon. No venture capitalist who funded the surveillance platform will have his movements, finances, and associations tracked by the identity system his portfolio company built for the reconstruction zone. No White House technology advisor will find his children enrolled in a database whose parameters he helped design. The asymmetry is total. And it is in that asymmetry that Technocracy finds its most reliable engine of expansion.

Trump’s Cyber Strategy for America

Abstract analysis of moral hazards benefits from concrete illustration. In March 2026, the Trump Administration released President Trump’s Cyber Strategy for America, a six-pillar national policy document that provides precisely that illustration. Read in light of the moral hazard framework developed above, the document is not merely a cybersecurity plan. It is a blueprint for the systematic institutionalization of every hazard that I just identified, written in the language of freedom and defense, but structured according to the logic of Technocracy.

Deregulation as the Price of Compliance

Pillar 2 of the Cyber Strategy promises to “streamline cyber regulations to reduce compliance burdens, address liability, and better align regulators and industry globally.” The document further commits to removing ‘burdensome, ineffective regulations so that our industry partners innovate quickly in emerging technologies.’ This is the Emergency Permission Structure hazard made explicit in national policy. Regulatory relief is offered as the direct reward for private sector integration into the government’s cyber apparatus. The companies most willing to embed themselves in federal offensive and defensive operations are rewarded with the removal of the oversight mechanisms designed to protect citizens from those same companies. The reward for compliance with the state is freedom from accountability to the public.

Unleashing the Private Sector for Offensive Operations

Pillar 1 declares that the administration will “unleash the private sector by creating incentives to identify and disrupt adversary networks and scale our national capabilities.” Disrupting adversary networks is not a passive or purely defensive act. It is an offensive cyber operation. Private companies are being financially and legally incentivized to conduct offensive cyberwarfare on behalf of the state while retaining their legal status as private entities. They capture the revenue. They escape the accountability of state actors under domestic and international law. They bear none of the diplomatic or military consequences if operations are misattributed or escalate. This is the profits-privatized, risks-socialized structure written directly into executive national security policy.

Agentic AI and the Institutionalized Accountability Vacuum

Pillar 5 commits the United States to “rapidly adopt and promote agentic AI in ways that securely scale network defense and disruption.” Agentic AI refers to systems capable of autonomous decision-making and action operating in cyberspace without step-by-step human authorization. The document provides no framework for who bears responsibility when an agentic system disrupts the wrong network, misidentifies a target, takes down civilian infrastructure, or operates beyond its intended scope. No oversight body is named. No congressional notification requirement is stated. No legal standard is articulated for what constitutes an acceptable autonomous cyber action. The Accountability Vacuum hazard is not a consequence of this policy. It is a design feature.

A New Level of Relationship — Without Limits

The document calls for establishing ‘a new level of relationship between the public and private sectors to defend America in peace and war.’ This phrase appears without elaboration, definition, or constraint. It does not specify what that relationship looks like, who governs it, what citizens are told about it, or what limits exist on the exchange of data, capabilities, or personnel between sectors. This is the Revolving Door hazard institutionalized as national strategy. A ‘new level of relationship’ that operates across both peacetime and wartime, without defined accountability mechanisms, is precisely the condition under which captured judgment operates without friction. The document treats closer public-private fusion as an unqualified national asset, with no acknowledgment that such fusion can eliminate the institutional independence necessary for meaningful oversight.

War as Validation — Iran and Maduro as Templates

Most revealing of all, the Cyber Strategy does not present itself as theory. It opens by citing three specific cyber operations as justification for its ambitions: the seizure of $15 billion from online scammers, the “globe-spanning operation to obliterate Iran’s nuclear infrastructure,” and the cyber operation that contributed to the capture of Nicolás Maduro. These operations are not described as exceptional wartime events. They are described as proof of concept — evidence that ‘America’s cyber operators and tools are the best in the world and can be swiftly and effectively deployed.’ The war-zone operation validates the tool. The validated tool is then normalized for every other context. This is the War as Product Laboratory hazard confirmed by the government’s own words.

The Missing Word

Perhaps the most structurally significant moral hazard in the document is what it does not say. The word “oversight” does not appear once in the entire Cyber Strategy for America. Neither does “accountability”, “judicial review”, “congressional notification”, “civil liberties”, or “Fourth Amendment”. The document mentions privacy once, in the context of protecting Americans from foreign surveillance platforms. The architecture being built — public-private fusion, offensive cyber operations, agentic AI, deregulation, critical infrastructure integration — is designed to operate with maximum operational freedom and minimum institutional constraint. That is not a cybersecurity strategy equipped with guardrails. It is a technocratic governance structure described in the language of national defense.

The Oldest Story in the Newest Clothes

What is unfolding is not unprecedented. Dwight Eisenhower warned in 1961 of the military-industrial complex as a permanent lobby for conflict, capable of acquiring “unwarranted influence” over the very democratic institutions it was supposed to serve.

What he could not have anticipated was the degree to which that complex would eventually incorporate the full architecture of the digital surveillance state — the data centers, the AI platforms, the biometric systems, the identity networks, and deploy them not merely against foreign adversaries but as instruments of domestic governance. The war does not end at the border. The technology does not stay on the battlefield. The emergency does not expire when the ceasefire is signed.

The Cyber Strategy for America makes this explicit. It is the first major national security document to openly celebrate wartime cyber operations as templates for future action, to commit to “agentic AI” deployment without an accountability framework, to promise deregulation as a reward for private sector integration, and to announce a ‘new level of relationship’ between the state and the technology sector — in peace and in war — without a single reference to oversight, judicial review, or civil liberties. It is, in the precise sense of the term, a technocratic governance document. And it is now the official cyber policy of the United States of America.
